About This Project
We created a manual that lays out chronologically how operators and volunteers act during recovery work.
As part of the recovery and reconstruction following the 2024 Noto Peninsula Earthquake, operators and volunteers were working together on recovery, but the operations team saw frequent member turnover, requiring the recovery process to be explained from scratch each time a new member joined, which sometimes caused confusion in how to act on site. In addition, since similar recovery work was being carried out in regions outside Nanao City, there was growing demand for a manual usable in other areas as well.
To solve these issues, we created a manual that allows operators and volunteers to coordinate smoothly and share the on-site process. The manual is in PowerPoint format, so it can be continuously edited and updated.
The disaster volunteer center manual is structured as two sheets that organize, in chronological order, how operators and volunteers move at the recovery site, divided into "before dispatch" and "after dispatch." This makes it easy to understand what action each person should take by role and by time (the figure below is one of those sheets).

We also prepared a separate supplementary sheet to cover the confirmation items that arise at each point in the timeline but cannot be fully explained chronologically (the figure below is one of those sheets). It includes templates and is designed so that when used in other regions, region-specific confirmation items can be newly filled in. This makes it a manual that can be used versatilely in other regions as well.
